About Kelso, WA — Cowlitz County, Washington

Kelso is the county seat of Cowlitz County, sitting on the east bank of the Cowlitz River directly across from its larger neighbor Longview. The city was founded in 1884 by Peter Crawford, a Scottish-born surveyor who had claimed land on the Cowlitz River in 1847 — the first recorded land claim in Cowlitz County. When Crawford divided his farm into 500 lots and platted the townsite in 1884, he named it after Kelso, Scotland, the market town near Berwickshire where he was born. The first lot sold for $25. Within a few years the city had grown to 350 people, had a cedar shingle mill running 600,000 shingles a day, and had acquired a reputation rowdy enough to earn the nickname "Little Chicago."

  • Kelso became the Cowlitz County seat in 1923 — on the seventh attempt after 40 years of trying — and the local newspaper celebrated with the headline "Cowlitz County Casts Largest Vote in History; Settles Long Battle and Brings County Seat to Rightful Location." The city experienced the 1923 Allen Street Bridge disaster (still the deadliest bridge collapse in Washington state history, with 17 deaths) and then, 57 years later, the eruption of Mount St. Helens on May 18, 1980 — 24 miles away. Kelso received the shockwave, then large quantities of volcanic ash delivered both through the air and via the massive mudflow that ran down the Toutle and Cowlitz Rivers, depositing ash dredged from the riverbed throughout much of the city. Kelso calls itself the "Smelt Capital of the World," a nod to its historic position as a commercial smelt fishing center on the Cowlitz.

Kelso's housing stock is defined by its age. With a median construction year of 1961 and 24.7% of homes predating 1940, the city has a genuine pre-war residential inventory concentrated in the historic core near South Pacific Avenue, the Cowlitz River waterfront, and the older established neighborhoods. Mid-century bungalows, craftsman-style homes, and early ranch houses fill out the stock from 1940 through the 1970s. New construction is extremely limited — less than 15% of homes were built after 2000. For VResh, Kelso looks like the older side of Clark County: real lead paint exposure on most projects, dry rot common in aging wood siding and window surrounds, and consistent demand for whole-exterior renovation work.

What Working on a Kelso Home Actually Requires

Working in Washington State requires a current Washington State contractor registration — separate from Oregon licensing — along with familiarity with the Washington State Building Code. Kelso's median construction year of 1961 means more than half of all homes in the city were built before 1978 — the federal threshold for lead-based paint regulation. With 24.7% of homes predating 1940, Kelso has one of the oldest housing profiles in southwest Washington. Any contractor disturbing painted surfaces on a pre-1978 Kelso home must be EPA Lead-Safe Certified. VResh holds both the required Washington State contractor registration and current EPA Lead-Safe Certification.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Kalama

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Kelso's Housing Stock

Kelso sits at the confluence of three rivers — the Cowlitz, Coweeman, and Columbia — and the moisture environment that creates is significant for exterior materials. Sustained river valley humidity through the wet season, frequent morning fog, and the periodic flooding history of the Cowlitz valley all contribute to accelerated exterior wear. The 1980 Mount St. Helens mudflow deposited volcanic ash throughout the Cowlitz River system, which was dredged and redistributed; some areas of Kelso, including the Three Rivers Golf Course, are built on that dredged ash — which has distinct moisture-holding properties. Pre-war and mid-century homes throughout Kelso's established residential core show consistent dry rot at siding bottom courses, window sills, fascia, and at structural attachments where original flashing has failed over decades of river valley moisture exposure.

Building Permits in Kelso

Kelso is an incorporated city with its own Building Department. The Building Department is located at City Hall, 203 S. Pacific Ave, Kelso, WA 98626. Phone: 360-423-9922. Inspection requests are made by calling the inspection request line at 360-577-3320 — provide the project address, permit number, inspection type, and contact information. Electrical permits are through Washington State L&I (local office at 711 Vine St, Kelso, WA 98626; 360-575-6900) — not through the city. VResh handles the Kelso permit process on your behalf.

Do you serve Kelso, WA?
Yes. Kelso is approximately 48 miles north of Portland via I-5 — a regular corridor for our crews. VResh serves Kelso and the Cowlitz County area, and all services are fully available. Estimate visits are typically available within 3–7 business days.
Is VResh licensed to work in Washington State?
+
Yes. VResh Construction holds an active Washington State contractor registration: WA #VRESHCL776ND, through the Washington State Department of Labor & Industries. Verify at verify.lni.wa.gov. Always ask any contractor for WA work to show their current WA registration before signing a contract.
My Kelso home was built in the pre-war era — what does that mean for renovation?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. With 24.7% of Kelso homes predating 1940 and a median construction year of 1961, the majority of the city's housing stock was built well before 1978. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. We also assess the full extent of dry rot, moisture damage, and deferred maintenance before any new material goes on.
How do permits work in Kelso?
+
Kelso has its own Building Department at 203 S. Pacific Ave (360-423-9922). Hours are Mon–Thu 8am–6pm (closed Fri). Permits are applied for in person or online via the city portal. Schedule inspections via the request line at 360-577-3320. Electrical permits go through WA State L&I at the local Kelso office (711 Vine St; 360-575-6900). Do you handle both interior and exterior work in Kelso?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
