About Lincoln City, OR — Lincoln County

Lincoln City did not exist as a single city until March 3, 1965. What is now Lincoln City was five separate coastal communities — Oceanlake, Taft, Delake, Nelscott, and Cutler City — strung along US-101 between Siletz Bay and Cascade Head. Each had its own distinct character and founding story: Taft originated on land from the Siletz Tribe allotment and grew into the area's commercial and social center; Oceanlake developed around camping grounds and Devil's Lake; Nelscott was founded by Nelson and Scott in 1926; Cutler City sat on Siletz Bay's eastern shore. Rapid population growth in the 1950s exceeded what each town could individually manage for water, sewers, and fire protection — after multiple failed consolidation attempts, the five voted to merge in December 1964. The name "Lincoln City" was chosen by contest, from schoolchildren's submissions that beat out "Miracle Beach," "Surfland," and "Holiday Beach."

  • Lincoln City today is a city of contrasts: a year-round residential community of nearly 10,000 people living in a place that swells to 30,000 visitors during peak summer months. The economy is anchored by tourism and hospitality — Chinook Winds Casino, Samaritan North Lincoln Hospital, the school district, and city government are the largest employers. The city is known internationally as the Kite Capital of the World: two kite festivals are held annually at D River Wayside, where the D River — one of the world's shortest rivers, connecting Devil's Lake to the Pacific — empties onto the seven miles of beach. The Finders Keepers program, which hides hand-blown glass floats along the beach year-round for visitors to discover, has created a devoted following.

Lincoln City receives an average of 76 inches of rainfall annually — more than double Portland's annual precipitation and among the highest of any incorporated city on the Oregon coast. For homeowners, that rainfall environment shapes everything about exterior maintenance and renovation. The city's oldest housing stock (the pre-1978 fraction concentrated in the original Taft, Oceanlake, and Nelscott neighborhoods) has been subject to that moisture load for decades. Builder-grade windows, wood siding, and roofing systems installed in the 1970s and 1980s have long since passed their practical lifespan. Even the newer construction from the 1990s and early 2000s shows accelerated failure at exterior joints and penetrations due to the coastal rainfall intensity.

What Working on a Lincoln City Home Actually Requires

Lincoln City's median construction year of 1984 and 13.7% of homes predating 1940 mean a meaningful share of the city's housing stock falls within the 1978 federal lead paint threshold — particularly in the older neighborhoods of the five communities that consolidated to form Lincoln City in 1965. Taft, the original community on Siletz Bay, and the original Oceanlake and Nelscott neighborhoods have pre-war and mid-century housing that predate 1978 in significant numbers. Any contractor disturbing painted surfaces on a pre-1978 Lincoln City home must be EPA Lead-Safe Certified. VResh is certified and provides written documentation on every qualifying project.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Lincoln City

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Lincoln City's Housing Stock

Lincoln City's 76 inches of annual rainfall puts it in a different moisture category from even the wettest metro Portland communities. Pacific storms drive rain laterally into window frames, siding joints, and roofing penetrations with unusual intensity; the coastal humidity sustains moisture at levels that accelerate every failure mode of exterior materials. The original communities that consolidated into Lincoln City — particularly Taft along Siletz Bay and the older Oceanlake and Nelscott neighborhoods — have pre-war and mid-century housing that has absorbed this moisture load for 50 to 80 years. Dry rot at siding bottom courses, window corners, fascia, and structural attachments is extremely common. Newer construction from the 1990s and early 2000s is also showing accelerated failure at exterior joints. VResh identifies and corrects moisture sources before any new material goes on.

Office hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Permit applications are submitted electronically through the Oregon ePermitting System; inspections are also scheduled through this system. OUR FAQS

Frequently Asked Questions — Lincoln City, OR

Do you serve Lincoln City, OR?
+
Yes. Lincoln City is approximately 90 miles southwest of Portland via OR-18 or US-101 — a longer run, but one we schedule regularly. VResh serves the central Oregon coast, and all services are fully available. Estimate visits for Lincoln City are typically available within 5–8 business days; we often coordinate multiple coast projects on the same-day.
My Lincoln City home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Lincoln City's older housing — particularly in the original Taft, Oceanlake, and Nelscott neighborhoods — includes pre-war and mid-century construction that predates the 1978 lead paint threshold. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
How do permits work in Lincoln City?
+
Lincoln City has its own Planning & Community Development Department at City Hall, Third Floor, 801 SW Hwy 101 (541-996-2153). Hours are Mon–Fri 8am–5pm. Permits are submitted electronically through Oregon ePermitting; inspections are also scheduled through this system. VResh handles all permit work on your behalf.
How does the 76-inch annual rainfall affect your material recommendations?
+
It affects them significantly. Lincoln City's rainfall is among the highest on the Oregon coast, and we account for it in every product and installation decision. For siding, we use James Hardie fiber cement with stainless or hot-dipped galvanized fasteners, proper Z-flashing at horizontal joints, and high-quality moisture barriers behind every panel. For roofing, we pay particular attention to valley flashings, eave ice-and-water shield, and ridge and penetration sealing. We do not install materials or use installation details that aren't suited to Lincoln City's specific exposure.
Do you handle both interior and exterior work in Lincoln City?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
