About Longview, WA — Cowlitz County, Washington

Longview is unlike most American cities: it was conceived and built all at once, from scratch, by a single company. In 1918, Kansas City timber baron Robert Alexander Long purchased 70,000 acres of Cowlitz County timberland for the Long-Bell Lumber Company and decided to build not just a mill but an entire city to support it. Long hired St. Louis city planner George Kessler to design a community that could house 50,000 people — with wide boulevards, a central park, a hotel, a YMCA, churches, schools, and a public library, many funded directly from Long's private fortune. Construction began in 1921, the post office opened in 1922, and Longview was incorporated as a city that same year. The 1852 Monticello Convention, which petitioned Congress for a Washington Territory separate from Oregon, had taken place on the same ground — a monument to that moment still stands near the Civic Center.

  • The lumber economy that built Longview sustained it through much of the twentieth century, drawing paper, aluminum, paint, and food-processing industries alongside the mills. Long-Bell's deepwater port gave Longview access to international markets, and the city grew steadily — if not to the 50,000 Long had imagined. Lower Columbia College, established in 1934, became a permanent educational anchor. When timber mechanization reduced mill employment in the 1970s and 1980s, Longview's economy contracted and never fully recovered, producing a housing affordability profile today that makes it one of southwest Washington's most accessible markets for homebuyers. The Cowlitz Indian Tribe, a federally recognized tribe with deep roots in the region, is headquartered in Longview.

That history shows clearly in the housing stock. With 17.3% of homes predating 1940 and only 5.8% built after 2000, Longview has the oldest housing profile of any city on VResh's service area list — older even than Portland's inner-ring suburbs. The original planned-city blocks near downtown, Lake Sacajawea, and the historic residential districts have homes dating to the 1920s and 1930s in substantial numbers. Lead paint is a real compliance requirement on a large fraction of Longview renovation projects. Deferred maintenance on aging exteriors, dry rot from sustained Cowlitz Valley moisture, and first-cycle siding and window replacements on mid-century homes are the dominant renovation needs.

What Working on a Longview Home Actually Requires

Working in Washington State requires a current Washington State contractor registration — separate from Oregon licensing — along with familiarity with the Washington State Building Code. Longview's median construction year of approximately 1957 means more than half of all homes in the city were built before 1978 — the federal threshold for lead-based paint regulation. With 17.3% of homes predating 1940, Longview has one of the oldest housing stocks in southwest Washington. Any contractor disturbing painted surfaces on a pre-1978 Longview home must be EPA Lead-Safe Certified. VResh holds both the required Washington State contractor registration and current EPA Lead-Safe Certification.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

Before Hiring Any Contractor for Pre-1978 Work in Longview

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Longview's Housing Stock

Longview sits at the confluence of the Cowlitz and Columbia rivers, in a valley that collects and sustains moisture through the long Pacific Northwest wet season. The river valley creates persistently high ambient humidity, fog through fall and winter mornings, and wind-driven rain that works into every failing joint and penetration on exterior walls. The aging housing stock here — concentrated between the 1920s and 1960s — was built with wood siding and single-pane windows that have been subject to that moisture for generations. Dry rot at bottom courses of siding, window sills, fascia, soffits, and at any location where original flashing has failed is extraordinarily common in Longview. The older the home, the more likely a thorough inspection will turn up structural dry rot that needs to be addressed before any new material goes on.

Building Permits in Longview

Longview is an incorporated city with its own Community Development Department. The building permit office is located at Longview City Hall, 1525 Broadway Street, Longview, WA 98632. Phone: 360-442-5086. Email: permits@ci.longview.wa.us. Office hours are Monday through Thursday, 7:00 a.m. to 6:00 p.m. (City Hall is closed on Fridays and most federal holidays — no permitting or inspection services on those days). Online permits are submitted through the PermitTrax portal for one-stop permit types (re-roofs, window replacements, siding, and similar projects). A 24/7 inspection request line is available at 360-442-5090; requests received before 6:00 a.m. may be scheduled for same-day service. Inspections are conducted Monday through Thursday, 7:00 a.m. to 5:00 p.m. Electrical permits are through Washington State L&I (local Kelso office: 360-575-6900) — not through the city. VResh handles the Longview permit process on your behalf.

Do you serve Longview, WA?
+
Yes. Longview is approximately 50 miles north of Portland via I-5 — a regular run for our crews. VResh serves Longview and the Cowlitz County corridor, and all services are fully available. Estimate visits are typically available within 3–7 business days given the distance.
Is VResh licensed to work in Washington State?
+
Yes. VResh Construction holds an active Washington State contractor registration: WA #VRESHCL776ND, through the Washington State Department of Labor & Industries. Verify at verify.lni.wa.gov. Always ask any contractor for WA work to show their current WA registration before signing a contract.
My Longview home was built in the 1920s–1940s — what does that mean for renovation?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Longview's planned-city core has homes dating to the 1920s and 1930s in large numbers — 17.3% of the city's housing stock predates 1940. Lead paint compliance is a real requirement on the majority of Longview renovation projects. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
How do permits work in Longview?
+
Longview has its own Community Development Department at 1525 Broadway Street (360-442-5086; permits@ci.longview.wa.us). Hours are Mon–Thu 7am–6pm (closed Fridays). One-stop permits (re-roofs, windows, siding, etc.) are available online via PermitTrax. The 24/7 inspection line is 360-442-5090 — call before 6am for same-day service. Inspections run Mon–Thu 7am–5pm. Electrical permits go through WA State L&I. VResh handles all permitting on your behalf.
Do you handle both interior and exterior work in Longview?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
