About Cedar Mill, OR

Cedar Mill is a census-designated place and an unincorporated community in Washington County, Oregon — part of the Portland metropolitan area. As of the 2020 Census, the community population was 17,259. Cedar Mill is situated north of U.S. Route 26 and west of the Willamette Stone, approximately 8 miles west of downtown Portland. The community received its name from a sawmill on Cedar Mill Creek, which cut Western Redcedars that were once the dominant tree in the area. The mill's pond was near the intersection of 119th and Cornell Road; the mill itself ceased operating in 1891, and the Cedar Mill name was established in 1874 with the opening of a U.S. post office.

  • Because Cedar Mill is unincorporated, it has no city government and no city permit office. Building permits for construction work in Cedar Mill go through Washington County Building Services — not through a city. Cedar Mill is served by the Tualatin Hills Park & Recreation District and the Beaverton School District. The community is close to the Nike World Campus and Intel's Hillsboro campuses, and its proximity to the major tech corridor has made it one of the more affluent unincorporated communities in Washington County.

What Working on a Cedar Mill Home Actually Requires

Cedar Mill's housing stock spans several decades of suburban development. Homes built before 1978 — which exist in the older sections of the community — are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Any contractor disturbing painted surfaces on these homes must be EPA Lead-Safe Certified. VResh is certified and provides written compliance documentation on every qualifying project.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Cedar Mill

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Oregon's Wet Climate and Cedar Mill's Older Homes

Cedar Mill's older housing stock — like all pre-1980s homes in the Portland area — has been exposed to Oregon's sustained rainfall for decades. Dry rot at siding bottom courses, window corners, fascia boards, and deck attachments is a consistent finding during exterior renovation work. Cedar Mill Creek and the area's mature tree canopy mean some properties have higher ambient moisture levels than more open suburban neighborhoods. VResh addresses the moisture source before installing new material — not after.

Building Permits — Washington County, Not a City

Because Cedar Mill is unincorporated, building permits for structural work are issued by Washington County Building Services — not by a city building department. The county's permit and inspections contact: phone 503-846-3470, email lutbldg@washingtoncountyor.gov. In-person lobby hours: Monday through Thursday, 8 a.m. to 4 p.m. — closed to in-person services on Fridays, though most services are available online, by phone, or by mail seven days a week. The county uses ProjectDox for electronic plan review submittals.

VResh handles the Washington County permit process on your behalf for every project that requires one.

OUR FAQS

Frequently Asked Questions — Cedar Mill, OR

Do you serve Cedar Mill, OR?
Yes. The VResh service areas page lists Cedar Mill in the "Core Service Area — Portland & 0–10 Miles" tier, which it describes as making up "the majority of our project volume." Cedar Mill is approximately 8 miles west of Portland. Estimate visits are typically available within 1–3 business days.
Is Cedar Mill a city, or is it unincorporated?
+
Cedar Mill is an unincorporated community and census-designated place (CDP) in Washington County — it is not an incorporated city and has no city government. Building permits for structural work in Cedar Mill go through Washington County Building Services (503-846-3470, lutbldg@washingtoncountyor.gov), not through a city. VResh manages the permit process on your behalf.
My Cedar Mill home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Any contractor disturbing painted surfaces on a pre-1978 home must hold EPA Lead-Safe Certification, follow specific containment and cleanup protocols, and provide written documentation. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
Do I need a Washington County permit for siding or roof work in Cedar Mill?
+
For most structural renovation work in unincorporated Cedar Mill, yes — Washington County permits are required. Contact Washington County Building Services at 503-846-3470 or lutbldg@washingtoncountyor.gov. In-person services are available Monday through Thursday, 8 a.m. to 4 p.m. (closed in-person on Fridays). The county uses the ProjectDox system for electronic plan review. VResh handles all permit applications and inspection coordination on your behalf.
Do you handle both interior and exterior work in Cedar Mill?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available to Cedar Mill homeowners?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
