About Newberg, OR — Yamhill County

Newberg is the second-largest city in Yamhill County and one of the most historically distinct communities in the Portland metro area. It was the first Quaker settlement in the Pacific Northwest — founded in 1869 when Quaker settler William Hobson came over Chehalem Mountain, looked south toward the Willamette River, and wrote that he had been "impressed that some settlements of Friends ought to be formed in these parts." The Friends Pacific Academy he helped establish in 1885 became Pacific College and then George Fox University, which still anchors the city center. One of the university's first students was a young Herbert Hoover, who moved to Newberg in 1885 to live with his uncle and aunt after the death of both parents — the Hoover-Minthorn House (1881) is now a museum on Third Street.

  • Newberg has another identity today: the dental equipment capital of the United States. A-dec and DCI, two of the largest dental equipment manufacturers in the world, are headquartered in Newberg — together employing thousands of local workers. The city is also a recognized gateway to the Willamette Valley wine country, positioned near the Ribbon Ridge, Chehalem Mountain, and Dundee Hills American Viticultural Areas. Newberg has ranked among the country's top small-town food scenes, and the 99W Drive-In — one of the few remaining drive-in theaters in Oregon — still operates here.

For homeowners and contractors alike, the most significant feature of Newberg's housing stock is its age. With 11.3% of homes predating 1940 and a median construction year of approximately 1975, Newberg has among the oldest housing profiles in the greater Portland metro outside of inner Portland and inner-ring suburbs. Lead paint compliance is a real requirement on a large share of Newberg renovation projects — not a theoretical one. The older core around downtown, First Street, and the George Fox campus has homes that have seen multiple renovation cycles and carry accumulated deferred maintenance. The newer developments north of the city center are more recent, but the city's housing character is fundamentally defined by its older stock.

What Working on a Newberg Home Actually Requires

Newberg's median construction year of approximately 1975 means more than half of all homes in the city were built before 1978 — the federal threshold for lead-based paint regulation. With 11.3% of homes predating 1940, Newberg has one of the oldest housing profiles in the greater Portland metro outside the inner city. Lead paint compliance is a real requirement on a large share of Newberg renovation projects, not a theoretical one. Any contractor disturbing painted surfaces on a pre-1978 Newberg home must be EPA Lead-Safe Certified. VResh is certified and provides written documentation on every qualifying project.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Newberg

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Newberg's Housing Stock

Newberg's position in the Willamette Valley, below Chehalem Mountain and above the river bend, creates sustained moisture exposure through the valley's long wet season. The older housing stock that defines so much of Newberg's character — homes from the 1890s through the 1960s in the downtown core and surrounding historic neighborhoods — carries decades of accumulated moisture exposure. Dry rot at siding bottom courses, window sills, fascia, and at any location where original moisture details have failed is extremely common in pre-1978 Newberg homes. VResh addresses the source before installing new material. The newer developments north of the city center are generally better detailed, but builder-grade exterior products from the late 1990s and early 2000s are now hitting their replacement window.

OUR FAQS

Frequently Asked Questions — Newberg, OR

Do you serve Newberg, OR?
+
Yes. Newberg is approximately 25 miles southwest of Portland via Hwy 99W — a regular route for our crews. VResh serves the Newberg and Yamhill County area, and all services are fully available. Estimate visits are typically available within 3–6 business days.
My Newberg home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Newberg has one of the oldest housing profiles in the greater Portland metro — 11.3% of homes predate 1940, and the median construction year is approximately 1975, meaning the majority of Newberg homes were built before the 1978 lead paint threshold. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract. This is especially relevant in Newberg's older neighborhoods around the downtown core and George Fox University campus.
How do permits work in Newberg?
+
Newberg has its own Building Division at 414 E First Street (503-537-1240; building@newbergoregon.gov). Hours are Mon–Fri 8:30am–4:30pm. Permits are submitted via the OpenGov portal or eTRAKiT system online. Inspections are scheduled through the Newberg Permitting Portal or by calling 503-554-7714 — requests after 7am go to the next business day; inspection hours are 10am–3:30pm. Electrical permits go through Yamhill County. VResh handles all permit work on your behalf.
Do you work in Newberg's historic downtown neighborhoods?
+
Yes. Newberg's older core — particularly the areas around First Street, the George Fox campus, and the historic downtown — has homes with genuine early-twentieth-century character. We're experienced selecting window, door, and siding options that respect the scale and style of older homes while meeting modern performance standards. We're happy to walk through your home before providing an estimate.
Do you handle both interior and exterior work in Newberg?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
