About Oak Grove, OR

Oak Grove is an unincorporated community and census-designated place (CDP) in Clackamas County, Oregon. As of the 2020 Census, the population was 17,290. Oregon Route 99E runs through Oak Grove as McLoughlin Boulevard, leading north 8 miles to downtown Portland and south 4 miles to Oregon City.

Because Oak Grove is not an incorporated city, it has no city government and no city building department. Permits for construction work in Oak Grove are issued by Clackamas County — not by a city. Residents receive services from Clackamas County and its agencies.

  • For mailing purposes, the U.S. Postal Service allows Oak Grove residents to list their address as Oak Grove, Milwaukie, or Portland — which means some homeowners may not realize they are in unincorporated Oak Grove and subject to Clackamas County rules rather than city rules.

Oak Grove's ZIP codes are 97222, 97267, and 97268 (P.O. boxes). The community is bordered to the north by the city of Milwaukie, to the west by the Willamette River, and to the south by unincorporated Jennings Lodge. The town site was first platted in 1890.

Oak Grove Housing Stock — What to Expect on a Renovation Project

According to Homes.com, Oak Grove's streets offer "an even mixture of ranch-style houses from the 1960s, split-levels from the 1970s, and contemporary houses built within the past 30 years."

These homes typically sit on "8,000 to 12,000-square-foot lots with plenty of space for a well-manicured front lawn, a wide driveway, and a fenced backyard with plenty of trees."

The prevalence of 1960s ranch homes and 1970s split-levels means a large share of Oak Grove's housing stock predates 1978 — which has direct implications for lead paint, permit requirements, and renovation approach.

What Working on an Oak Grove Home Actually Requires

The ranch homes and split-levels that define Oak Grove's streetscape are well-built homes that have reached an age where original siding, original windows, and original exterior systems need attention. Three factors make renovation work on these homes different — and require a contractor who is prepared for what they will find before the first board comes off the wall.

Lead Paint — Present in Most Pre-1978 Oak Grove Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

Oak Grove's dominant housing stock — 1960s ranch homes and 1970s split-levels — was almost entirely built before 1978. That means lead-based paint is likely present on exterior siding, window trim, door frames, and surrounding surfaces on most Oak Grove homes. Any contractor performing siding removal, window replacement, or dry rot repair on a pre-1978 Oak Grove home without EPA Lead-Safe Certification is violating federal law.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation delivered to you at project completion. As the VResh siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their certification before work begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Oak Grove

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Dry Rot — Oregon's Rain and Oak Grove's Tree Coverage

VResh's published siding content notes that Portland area homes receive approximately 37 inches of annual rainfall. Oak Grove's Willamette River boundary, heavy residential tree canopy, and north-facing exposures create sustained moisture conditions that accelerate exterior deterioration. Dry rot is a consistent finding on Oak Grove's older homes — particularly at siding bottom courses where moisture wicks from the soil, at window and door corners where original flashing was often absent, and at deck-to-wall connections where water has had an uninterrupted path to the framing.

VResh's approach does not change because the visible surface looks intact: we find the moisture source, remove all compromised structural material, correct the drainage or flashing failure that allowed the rot to develop, and rebuild from a sound substrate. New siding does not go over existing dry rot. It never has on a VResh project.

Building Permits — Clackamas County, Not a City

Because Oak Grove is unincorporated, all building permits for structural work are issued by Clackamas County Building Codes, not a city building department. Permits are applied for through the county's online system, Development Direct. The Building Codes office is located at 150 Beavercreek Road, Oregon City, OR 97045. Office hours are Monday through Thursday, 8 a.m. to 4 p.m. Permit inquiries: 503-742-4240 or bldservice@clackamas.us. Inspection scheduling requests must be received before 6 a.m. on the day of the inspection; the 24/7 inspection request line is 503-742-4720.

OUR FAQS

Frequently Asked Questions — Oak Grove, OR

Do you serve Oak Grove, OR?
+
Yes. The VResh service areas page lists Oak Grove in the "Core Service Area — Portland & 0–10 Miles" tier, noting: "These communities make up the majority of our project volume." VResh responds to estimate requests the same-day or within 24 hours, and schedules on-site estimate visits within a few days.
My address shows Portland or Milwaukie — am I in Oak Grove?
+
Possibly. The Oak Grove Community Planning Organization explains: "Since Oak Grove is not a city, the U.S. Postal Service allows residents to list their addresses as Oak Grove, Milwaukie or Portland, OR. If you are new to the area, you may have been told you moved into or purchased a property in Milwaukie or Portland, when in fact it is in unincorporated Oak Grove." To confirm your jurisdiction, search your property on the Clackamas County CMAP portal (cmap.clackamas.us). If your property is in unincorporated Oak Grove, Clackamas County building rules — not city rules — apply to your renovation work.
My home was built in the 1960s or 1970s — what does that mean for renovation work?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Any contractor disturbing painted surfaces on a pre-1978 home must hold EPA Lead-Safe Certification, follow specific containment and cleanup protocols, and provide written documentation. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
Do I need a permit for siding or roof replacement in Oak Grove?
+
Permits for structural renovation work in Oak Grove are issued by Clackamas County Building Codes — not a city building department. The county's online permit system is called Development Direct. For permit questions, contact the Building Codes office directly at 503-742-4240 or bldservice@clackamas.us (150 Beavercreek Road, Oregon City; open Monday–Thursday, 8 a.m.–4 p.m.). VResh handles the permit application and inspection coordination process on your behalf for projects that require one.
How do building inspections work in Clackamas County?
+
According to the official Clackamas County Building Codes page: "Schedule an inspection for Monday through Friday. All requests must be received before 6 a.m. on the day of the inspection." The 24/7 inspection scheduling line is 503-742-4720. VResh manages all inspection scheduling as part of the project.
What is the most common project VResh does in Oak Grove?
+
Based on the housing stock — predominately 1960s ranch homes and 1970s split-levels — the most common work is siding replacement on older homes, often combined with dry rot repair found during the siding removal, installation of a proper moisture barrier, and window replacement in the same project. These homes have reached the point in their lifecycle where multiple original exterior systems need attention simultaneously.
Do you handle both interior and exterior work?
+
Yes. VResh handles both the exterior (siding, windows, roofing, doors, gutters, decks) and the interior (kitchen renovation, bathroom renovation, drywall, painting, trim, doors). When dry rot found during exterior work requires opening interior walls to assess structural damage — which happens regularly — VResh handles that continuity rather than leaving the homeowner to coordinate a separate contractor.
What discounts are available to Oak Grove homeowners?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor with no documentation required, just mention it when you call. There is also a referral bonus: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example. Every estimate is written, line-item detail, provided before any work begins.
