About Woodland, WA — Cowlitz County, Washington

Woodland sits at the junction of I-5 and State Route 503, at the point where the Columbia River begins to curve south and the Lewis River empties into it from the north. It is one of the oldest communities in Washington state — the Bozarth family filed a land claim here in December 1850, Christopher Columbus Bozarth opened the first store in 1881 and named it "Woodland" after his parents' farm, and the post office followed in 1882. The city officially incorporated in 1906. Woodland gained regional notice as the site of Planter's Days — a four-day festival celebrating the dike construction that ended the annual Columbia and Lewis River flooding that had, for decades, periodically submerged the town under several feet of water. First held in 1922, Planter's Days is the longest continuously running civic celebration in Washington state.

Woodland's position as a gateway to Mount St. Helens National Volcanic Monument has given the city a secondary identity beyond its agricultural and logging roots. State Route 503 leaves Woodland heading northeast directly toward the volcano, carrying thousands of hikers, climbers, and tourists through town each year.

  • The Hulda Klager Lilac Gardens — the internationally known collection of lilac varieties developed by Hulda Klager beginning in 1877, saved from demolition in 1964 and now a state and National Historic Landmark — draw spring visitors who arrive specifically for the gardens. The Cedar Creek Grist Mill, a National Historic Landmark operating water-powered gristmill from 1876, is a short drive east. Horseshoe Lake, cut off from the Lewis River by Highway 99 construction in the 1940s and now stocked for fishing and open for swimming, is the city's central outdoor gathering space.

Woodland's character divides cleanly at I-5. The west side — older, walkable, Craftsman-style homes dating from the early 1900s through the mid-century — is where the pre-1978 housing inventory is concentrated. The east side has newer subdivisions from the 1990s through the 2010s, with more conventional suburban construction on larger lots. That division matters for renovation planning: west-side projects typically require lead paint compliance and often involve dry rot remediation on aging wood siding; east-side projects are more likely to be first-cycle builder-grade replacements. VResh works across both halves of the city.

What Working on a Woodland Home Actually Requires

Working in Washington State requires a current Washington State contractor registration — separate from Oregon licensing — along with familiarity with the Washington State Building Code. Woodland's median construction year of approximately 1975 means more than half of all homes in the city were built before 1978 — the federal threshold for lead-based paint regulation. The 11.5% of homes predating 1940 and the established Craftsman-style neighborhoods on the west side of I-5 represent a genuine pre-war inventory requiring careful lead paint compliance. Any contractor disturbing painted surfaces on a pre-1978 Woodland home must be EPA Lead-Safe Certified. VResh holds both the required Washington State contractor registration and current EPA Lead-Safe Certification.

⚠️ Washington State Contractor Requirements — What Woodland Homeowners Should Know

Washington State law requires contractors performing construction work to hold an active contractor registration through the WA Department of Labor & Industries (L&I). This is separate from Oregon licensing.

VResh Construction holds an active Washington State contractor registration: WA #VRESHCL776ND. Always ask any contractor you hire for Washington work to show their current WA L&I registration and verify it at verify.lni.wa.gov.

Electrical permits in Washington are issued by WA State L&I — not by the city building department. VResh coordinates all electrical permit work on your behalf.

Work performed by an unregistered contractor in Washington is illegal, may void homeowner insurance coverage for the project, and leaves the homeowner with little to no recourse for defective work.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Woodland

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Woodland's Housing Stock

Woodland's position between the Columbia and Lewis rivers creates sustained moisture exposure that is among the most demanding in the service area. The Columbia River floodplain historically inundated Woodland annually — the dikes that ended that flooding were the impetus for Planter's Days — and the residual ground moisture and high water table still accelerate exterior material failure. Homes on Woodland's west side, particularly those in the older Craftsman neighborhoods close to downtown and Horseshoe Lake, show extensive dry rot at siding bottom courses, window sills, porch columns, and deck attachments. The Lewis River at Woodland's eastern boundary creates similar conditions for neighborhoods along its banks. VResh finds the moisture source before installing new material.

Building Permits in Woodland

Woodland is an incorporated city with its own Building Division. The Building Division is located at City Hall, 230 Davidson Avenue, Woodland, WA 98674. Phone: 360-225-7299. Permit applications are submitted online through the CloudPermit system. Inspections are conducted on Tuesdays and Thursdays from 9:30 a.m. to 12:00 p.m. Inspection requests must be submitted at least 24 hours in advance by logging into CloudPermit or calling the office. All electrical permitting and inspections are handled by Washington State L&I — the local office is at 711 Vine Street #1, Kelso, WA 98626 (360-575-6900) — not through the city. VResh holds an active WA contractor registration (WA #VRESHCL776ND) and handles the Woodland permit process on your behalf.
