Scappoose sits on the Multnomah Channel approximately 20 miles northwest of Portland, where the channel flows north between the Columbia River bottomlands and the west side of Sauvie Island. The name comes from a Native American word understood to mean "gravelly plain" — a reference to the broad, flat bottomlands where the city was first settled and where much of its housing still stands today. Incorporated in 1921 with 151 residents and James Grant Watts as its first mayor, Scappoose has grown steadily from an agricultural and logging economy into a Portland bedroom community with an increasingly industrial identity anchored by the Scappoose Industrial Airpark and the Oregon Manufacturing Innovation Center (OMIC).

The housing stock in Scappoose ranges widely across eras. Legacy farmhouses, some dating to the early twentieth century, remain scattered across the community — particularly on the western and southern edges where the city meets the agricultural bottomlands.

About Scappoose, OR — Columbia County

  • Mid-century worker homes from the 1950s through 1970s predominate in the older parts of the city. From the 1980s onward, suburban subdivisions have added conventional single-family homes that are now reaching major renovation age. Most residents own their homes, and the housing skews more modest in price than comparable suburbs closer to Portland.

Scappoose Bay to the east — a wildlife-rich estuary on the Pacific Flyway — and the adjacent Sauvie Island across the channel give Scappoose a natural context that more urbanized Portland suburbs have lost. The 20-mile Crown-Zellerbach Trail heads west from Scappoose toward Vernonia on a converted rail corridor. The Peace Candle of the World on Highway 30, a 50-foot wax-covered silo with a neon flame, has been a community landmark since 1971.

What Working on a Scappoose Home Actually Requires

Scappoose's median construction year of approximately 1980 means that close to half of all homes in the city were built at or before the 1978 federal lead paint threshold. The legacy farmhouses and mid-century homes that predate 1978 represent a real and meaningful share of the housing stock. Any contractor disturbing painted surfaces on a pre-1978 Scappoose home must be EPA Lead-Safe Certified. VResh is certified and provides written documentation on every qualifying project

Lead Paint — Present in Most Pre-1978 Homes

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Scappoose

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

Moisture, Dry Rot, and Scappoose's Housing Stock

Scappoose's position adjacent to the Multnomah Channel, Scappoose Bay, and the Columbia River bottomlands creates a high-ambient-moisture environment that is more demanding on exterior materials than drier parts of the metro. Waterfront-adjacent locations accumulate ground fog, mist off the channel, and extended wet seasons. Homes here — particularly the older farmhouses and mid-century builds — regularly develop dry rot at bottom-course siding, window sills, door thresholds, and deck attachments when moisture barriers have failed or were never properly installed. VResh corrects the moisture source before installing new material — not just what's visible on the surface.

My Scappoose home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Scappoose has significant pre-1978 housing stock — particularly in legacy farmhouses and mid-century homes throughout the city. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
How do permits work in Scappoose?
+
Scappoose has its own Building Department at 52610 NE 1st Street, Suite 120 (503-543-7184, Mon–Thu 8am–Noon and 1:15–5pm). Online permits go through Oregon ePermitting. Important: all contractors working in Scappoose must hold a City of Scappoose business license — Portland Metro area licenses do not apply. VResh holds the required Scappoose license and handles all permit work on your behalf.
I have an older farmhouse in Scappoose — can you work with that?
+
Yes. Scappoose has genuine agricultural heritage in its housing stock, and we are experienced with the framing, window sizing, and door proportions of older farmhouse-style construction. We recommend products and approaches that fit the character of your home while meeting modern performance standards.
Do you handle both interior and exterior work in Scappoose?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot is found during exterior work and requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — such as James Hardie’s 30-year limited warranty and Milgard’s limited lifetime warranty.
