Columbia River PUD describes its own territory as Columbia County and a corner of northern Multnomah County, "bordered by Clatskanie People's Utility District to the north, by Portland General Electric to the south." Scappoose sits near the southern end of that territory, close to the PGE line, which is why a homeowner who moved out from the metro assumes the window rebate they have heard about applies here. It does not. Energy Trust of Oregon's electric incentives run through the investor-owned utilities and stop at the PUD border. The PUD has its own window program for electrically heated homes, and its rules include an order of operations that a homeowner who has already started cannot go back and satisfy.
Before you begin
The PUD's contractor, Efficiency Services Group, "will conduct a home energy review before you begin your project, and conduct a quality assurance inspection after it is complete. Both of these site visits are necessary in order for your project to qualify for this rebate program." That is the whole rule. The rebate is calculated based on the square footage of the window area replaced, at a rate the PUD sets in the application rather than on its public page, and it goes to a project the program saw before it started and again after it finished. What counts as starting is the PUD's call. VResh Construction treats the order as the start and measures after the review, so the area counted on the estimate matches the program's record.
The order of the visits

The bill decides
Whether any of this applies is settled by two facts VResh asks for on the first call: the name on the electric bill and what heats the house. A PUD account with electric heat is included in the program, and the sequence above runs. A PUD account heated by gas, oil, or wood is outside it, and the job starts with the tape measure; Energy Trust's gas incentives are a separate question that depends on the gas utility. A house on a PGE bill, wherever the county line falls, is a different program altogether. The windows are the same in every case. What changes is whether a rebate applies and the order in which the visits happen.
