About Washougal, WA — Clark County, Washington

Washougal sits at the eastern edge of Clark County, on the north bank of the Columbia River where the Gorge corridor begins to narrow and the wind picks up year-round. Its name comes from the Chinookan language — first recorded by fur trader Alexander Ross in 1811 as "Wasough-ally" — and its meaning has been debated ever since, though "rushing water" is the most commonly cited interpretation. Lewis and Clark camped at the mouth of the Washougal River in April 1806, and an early school established in Parkersville in 1852–53 is believed to be the first American school north of the Columbia River.

Washougal grew slowly as a river trading post, agricultural community, and then, in 1908, as a railroad town. That same year, a textile mill opened and was acquired two years later by Pendleton Woolen Mills, which still operates in Washougal today — one of the last active manufacturing facilities in the city's core.

  • The company has given Washougal a distinctive identity; the Pendleton Mill Store and factory tour draw visitors from across the region. Washougal is also notably the southernmost incorporated city in Washington State — sitting on the Columbia River opposite the Oregon shore, with no Washington community between it and the state line.

The housing stock spans real eras. The oldest homes are concentrated near Main Street and the historic core — some dating to the early 1900s — with mid-century and postwar construction filling out the established residential neighborhoods. The current growth era, from the 2000s onward, has added subdivisions on the hills above downtown with Columbia River views and price points to match. For renovation purposes, Washougal's mix of pre-1978 older core, mid-century stock, and recent new construction covers every scenario VResh handles — lead paint compliance, dry rot remediation, builder-grade first-cycle replacement, and premium upgrade work on view homes.

What Working on a Washougal Home Actually Requires

⚠️ Washington State Contractor Requirements — What Washougal Homeowners Should Know

Washington State law requires contractors performing construction work in Washington to hold an active Washington State contractor registration through the WA Department of Labor & Industries (L&I). This is separate from Oregon licensing.

VResh Construction holds an active Washington State contractor registration: WA #VRESHCL776ND. Always ask any contractor you hire for WA work to show their current WA L&I registration number and verify it at verify.lni.wa.gov.

Electrical permits in Washington are issued by WA State L&I — not by the city building department. VResh coordinates all electrical permit work on your behalf.

Work performed by an unregistered contractor in Washington State is illegal, can void homeowner insurance coverage for the project, and leaves the homeowner with no recourse for defective work.

Working in Washington State requires a current Washington State contractor registration — separate from Oregon licensing — along with familiarity with the Washington State Building Code. Washougal's median construction year of approximately 1990 and 6.5% of homes predating 1940 mean a meaningful share of the city's housing stock falls within the 1978 federal lead paint threshold — particularly in the historic core near Main Street and along the Columbia River corridor. Any contractor disturbing painted surfaces on a pre-1978 Washougal home must be EPA Lead-Safe Certified. VResh holds both the required Washington State contractor registration and current EPA Lead-Safe Certification.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins.

Moisture, Dry Rot, and Washougal's Housing Stock

Washougal's position at the entry to the Columbia River Gorge creates exterior conditions that are measurably more demanding than those in calmer parts of the metro. The Gorge wind accelerates moisture infiltration at every opening — window frames, siding joints, door thresholds, roofing at ridge and eave — and the combination of wind-driven rain and sustained wet seasons means exterior materials fail faster here than comparable homes a few miles west in Camas or Vancouver. The older core of Washougal, with its pre-war and mid-century housing stock, has years of accumulated moisture exposure to contend with. Dry rot at siding bottom courses, window sills, and fascia is common and, when left untreated, advances quickly in this environment. VResh finds the source and corrects it before installing new material.

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Washougal

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

OUR FAQS

Frequently Asked Questions — Washougal, WA

Do you serve Washougal, WA?
+
Yes. Washougal is approximately 25 miles east of Portland via SR-14 along the Columbia River — a regular run for our crews. All services are fully available. Estimate visits are typically available within 3–6 business days.
Is VResh licensed to work in Washington State?
+
Yes. VResh Construction holds an active Washington State contractor registration: WA #VRESHCL776ND, through the Washington State Department of Labor & Industries. You can verify this at verify.lni.wa.gov. Always ask any contractor for WA work to show their current WA registration before signing a contract.
My Washougal home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Washougal has a meaningful inventory of pre-1978 homes — 6.5% of the housing stock predates 1940, and the historic core contains significant mid-century construction. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
How do permits work in Washougal?
+
Washougal has its own Building Division at 211 39th Street (360-835-8501, option 1; inspections ext. 698). Hours are Mon–Fri 9am–5pm (closed 12–1pm); drop-offs Mon–Thu 8am–5pm. Electrical permits are through WA State L&I. VResh handles all permitting on your behalf.
Does the Gorge wind affect what you recommend for siding and roofing?
+
Absolutely. Washougal sits at the entry to the Columbia River Gorge wind corridor, and we account for that directly. For siding, we use enhanced fastening schedules and premium moisture barriers. For roofing, we install shingles rated for high-wind conditions and pay particular attention to ridge, hip, and eave detailing where Gorge wind creates the most stress. Product selection and installation method both matter here in ways they might not in calmer parts of the metro.
Do you handle both interior and exterior work in Washougal?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
