Seaside holds a distinction that most Oregon coast towns do not: it was there that the Lewis and Clark Expedition reached the Pacific Ocean in January 1806 and established a camp to boil seawater for salt — a replica saltworks stands at the site today, at the south end of the beach. The Clatsop people, whose village of Ne-co-tat occupied this coastal area for centuries, were the original inhabitants. Oregon's oldest ocean resort community, Seaside was developed in the early 1870s by railroad magnate Ben Holladay, who built the Seaside House hotel to attract wealthy Portlanders looking for a coastal getaway — the city's name derives from that hotel. The narrow-gauge Ilwaco Railway eventually connected the coast, and Seaside became the Pacific Northwest's premier ocean resort town through the late nineteenth and early twentieth centuries.

The city sits at the southern end of the Clatsop Plains, where the Necanicum River meets the Pacific Ocean at the city's northern edge, and Tillamook Head towers over the southern boundary. The two-mile oceanfront Promenade — the "Prom" — is the city's most distinctive feature: a concrete boardwalk along the beachfront that has been a gathering place since the 1920s.

About Seaside, OR — Clatsop County

  • The Seaside Aquarium, the Miss Oregon Pageant (held annually since 1935), the Seaside Beach Volleyball Tournament (one of the largest in the world), and the Fourth of July fireworks over the ocean draw visitors year-round. The city also has one of the larger razor clam harvest areas on the Oregon coast, drawing thousands of clam diggers each season.

The housing stock in Seaside reflects its century-plus resort history. The 23.5% of homes predating 1940 are concentrated near the original resort core — the Broadway corridor, the Prom, and the blocks between the beach and the Necanicum River. Mid-century construction fills out the established residential blocks inland. The coastal exposure — salt air, wind-driven rain, sustained ocean humidity — makes Seaside's older housing stock among the most moisture-challenged in VResh's service area. Lead paint requirements, dry rot in aging wood-framed structures, and first-cycle siding and window replacements are consistent renovation needs.

What Working on a Seaside Home Actually Requires

Seaside's median construction year of approximately 1963 means more than half of all homes in the city were built before 1978 — the federal threshold for lead-based paint regulation. With 23.5% of homes predating 1940 — one of the highest pre-war housing concentrations on the Oregon coast — Seaside has a genuine lead paint compliance requirement on the majority of renovation projects. The Necanicum River and ocean proximity create persistent moisture exposure that accelerates deterioration of these older exteriors. Any contractor disturbing painted surfaces on a pre-1978 Seaside home must be EPA Lead-Safe Certified. VResh is certified and provides written documentation on every qualifying project.

Lead Paint — Present in Most Pre-1978 Homes

Federal law — the EPA's Lead Renovation, Repair, and Painting (RRP) Rule — requires contractors who disturb painted surfaces on homes built before 1978 to hold EPA Lead-Safe Certification, follow specific containment and work practice protocols, and provide written documentation. Violations can reach $37,500 per day per violation.

VResh Construction is EPA Lead-Safe Certified. We follow full RRP protocols on every pre-1978 project: proper containment, wet work practices to suppress dust, thorough cleanup procedures, and written compliance documentation at project completion. As VResh's own siding page notes: "Most Portland siding contractors are not" EPA RRP certified. Always ask any contractor to show their current certification before work on any pre-1978 home begins

⚠️ Before Hiring Any Contractor for Pre-1978 Work in Seaside

Ask directly: "Are you currently EPA Lead-Safe Certified under the RRP Rule?" Then ask to see the certificate.

A contractor without current certification cannot legally disturb painted surfaces on a pre-1978 home, cannot provide the required compliance documentation, and exposes your family to lead dust contamination.

VResh Construction holds current EPA Lead-Safe Certification and provides written documentation on every qualifying project.

Moisture, Dry Rot, and Seaside's Housing Stock

Seaside's coastal location is the most moisture-intensive environment in VResh's entire service area. Pacific storms deliver sustained ocean precipitation from October through April; salt air corrodes metal components and accelerates paint and sealant failure on wood-framed structures year-round; and the Necanicum River creates persistent ground moisture in the city's lower-lying neighborhoods. Pre-war and mid-century homes here have experienced decades of this exposure with original materials that were never designed for the coastal environment's severity. Dry rot at siding bottom courses, window sills, soffits, fascia, and structural connections is nearly universal in Seaside's older housing stock. VResh uses coastal-grade materials, enhanced fastening schedules, and proper moisture barriers whenever working in Seaside

OUR FAQS

Frequently Asked Questions — Seaside, OR

Do you serve Seaside, OR?
+
Yes. Seaside is approximately 80 miles northwest of Portland via US-26 — a longer run than our core service area, but one we make regularly. VResh serves the north Oregon coast, and all services are fully available. Estimate visits for Seaside are typically available within 5–8 business days; we often schedule multiple coast projects on the same-day to maximize crew efficiency.
My Seaside home was built before 1978 — what does that mean?
+
Homes built before 1978 are subject to the federal EPA Lead Renovation, Repair, and Painting (RRP) Rule. Seaside has one of the highest pre-war housing concentrations on the Oregon coast — 23.5% of homes predate 1940, and the median construction year is approximately 1963, meaning the majority of Seaside homes were built well before 1978. VResh is EPA Lead-Safe Certified and completes all required documentation at project completion. Ask any contractor to show their current EPA RRP certification before signing a contract.
How do permits work in Seaside?
+
Seaside has its own Building Department at 1387 Avenue U (503-738-7100). Office hours Mon–Fri 8am–5pm; in-person Mon/Tue/Thu. Permits are applied for online via Oregon ePermitting (24/7). Inspections run Mon–Thu — provide notice by 9am for that day. VResh handles all permit work on your behalf.
Does the ocean environment affect what you recommend for materials?
+
Absolutely. Seaside's salt air, ocean moisture, and Pacific storm conditions require a different approach than inland Portland work. For siding, we prioritize James Hardie fiber cement with stainless or hot-dipped galvanized fasteners and proper moisture barriers. For roofing, we pay extra attention to ridge, hip, and eave detailing where ocean wind creates elevated stress, and we use products rated for coastal conditions. We won't specify materials that aren't suited to the coast.
Do you handle both interior and exterior work in Seaside?
+
Yes. VResh handles both exterior renovation (siding, windows, roofing, doors, dry rot, gutters, decks) and interior renovation (kitchen, bathroom, painting, drywall, trim, doors). One company, one warranty, one point of accountability. When dry rot found during exterior work requires opening interior walls to assess structural damage, VResh handles that continuity without the homeowner coordinating a separate contractor.
What discounts are available?
+
VResh offers a 10% discount on labor (up to $1,000) for active-duty and veteran military members — proof of service required. Homeowners 65 and older receive 5% off labor — just mention it when you call. A referral bonus is also available: refer a neighbor for a project over $5,000 and receive $250; over $15,000, receive $500. A spring special offers $500 off window or siding projects over $8,000 with a free moisture and dry rot inspection included.
What warranty does VResh offer?
+
All VResh projects include a workmanship warranty of 5 to 10 years, with the specific term stated in your written estimate. This covers defects in VResh's installation workmanship and is separate from manufacturer product warranties — James Hardie's 30-year limited warranty and Milgard's limited lifetime warranty, for example.
