A roof laid in Seaside in November meets its first southwest storm before it has finished becoming a roof. Every asphalt shingle VResh Construction installs carries a strip of factory adhesive along its face, and that strip needs several days of warm sun to bond the shingle to the course below. Until it does, the shingles are held by their nails alone, and the makers say so: Owens Corning's warranty calls blow-off before the strip has sealed "the fundamental nature" of the product rather than a defect, and Malarkey's says shingles installed in fall or winter "may not seal until the following spring." On the Oregon coast, the season between those two points is when the storms come. A roof that goes on here between October and April spends its first winter waiting for the weather that finishes it.
The letter on the bundle
One thing a Seaside roof needs is settled before the crew arrives. The state's residential code requires shingles to be tested for wind under a standard, ASTM D7158, that sorts them into three classes, D, G and H, and requires the class to be printed on the packaging. The code's shingle table then matches classes to design wind speeds, and at 120 miles an hour, the state assigns Clatsop County's special wind region; it accepts only G or H. The Class D bundle that is legal on a roof inland is not legal on a roof in Seaside. Malarkey's Legacy, Vista, and Windsor lines and Owens Corning's Duration line are Class H, and the letter on the wrapper is a thing an owner can read on the driveway when the pallet comes off the truck. Oregon exempts a re-roof from a permit where its weight stays within 30 percent of the roof's required live-load capacity, and requires one for a full re-deck and a few other cases; the building department answers which a given job is. On an exempt one, no inspector reads the wrapper, so the wrapper is the check.
What the instructions say to do about the season
The other thing is settled on the roof. Both makers address the sealing problem in their own documents, and the answer is the same: seal by hand what the sun has not yet sealed. Owens Corning's instructions for the Duration line say that below 40 degrees "all shingles installed on the perimeter of the roof must be hand-sealed with four 1 inch dabs" of roofing cement, under the tab of each shingle along the eaves and rakes. Malarkey's warranty for a roof laid in the cold months says the shingles "should be hand-sealed," without limiting that requirement to the edges. The perimeter is where wind gets under a roof, and a perimeter sealed by hand meets its first gale as if the sun had already done its work there. The field stays as the makers describe it, more vulnerable than a sealed roof, until the weather warms and the strip takes.

That is a Seaside line because the coast's storm season and the shingle's sealing season fall in the same months, and a roof laid in them will be tested before it has cured. It is also a line that separates a crew that has read the cold-weather sheet from one that has not, since the dabs are invisible from the ground and add hours to the day. The alternative is the calendar: a roof that can wait for late spring is laid when the strip will seal on its own within days, and on a Seaside roof the month is a specification like any other.
