Lincoln City's building department publishes a list of the inspections it performs, with a code number beside each, and the roof section of that list carries two words in capitals: COMMERCIAL ONLY. A motel on Highway 101 that replaces its roof gets a structural permit, the building official's written approval of the new material before it goes on, an inspection after the old roof comes off or before a new one covers it, and a final. The city's commercial roofing sheet spells it all out.

For a house, there is no equivalent sheet, no re-roof inspection code, and, under the state's exemption, usually no permit required. Between the two ends of town, the commercial roof the city checks after tear-off and the house roof it does not, VResh Construction builds the house roof to the one written list that does exist for it: the shingle maker's.

 

The list a house roof has

Every shingle maker VResh installs publishes two wind numbers for its product, and the higher one is granted only when the maker's own accessories are on the roof with the shingle. That component list is the closest thing a Lincoln City house has to the inspection the motel gets: a short, published set of conditions, checked against the roof as built, with the lower number as the consequence of missing it.

The figures are each maker's current warranty for shingles bought or installed in late 2026, and the wind coverage under all three runs for the first 15 years of the roof. The lists differ in reach. CertainTeed's upgrade lists no nail count, though fastening in accordance with its instructions is a condition of the warranty as a whole. Owens Corning's reaches down to the underlayment and, depending on its two options, up to the ridge vent, so its highest number is a whole-roof specification. Malarkey's is a starter, a cap, and a nail count. None of the three makes the tier depend on who installed the roof; Malarkey's own answer is that the warranty "comes with the shingles, not the installer." Where the owner chooses the enhanced tier, a Lincoln City roof from VResh is ordered to that maker's list in full, by product name, so that the list can be read against the delivery the way the city's inspector reads the motel's deck.

Two numbers that are not the same number

The warranty figure is a promise about blow-off in winds and gusts up to that speed, for 15 years. Owens Corning judges a storm by what a weather agency recorded in the county, and both it and CertainTeed limit what they will pay to the cost of hand-sealing the shingles. The state's code uses a different number for a different purpose: it sets Lincoln County's special wind region at 120 miles an hour and uses that figure to choose the shingle class printed on the bundle, which on this coast must be G or H. A roof can be fully to code on the class and still carry only the lower warranty tier. The two are settled separately, and on a house, both are settled by the order, since the city's list carries no inspection for either.

One clause in all three warranties bears on a town where many roofs cover second homes: the lifetime term on the shingle is written for a house the owner lives in, and a second home or rental gets a fixed term of 40 or 50 years instead, with the wind coverage at 15 years either way.

Does the city really not inspect a house re-roof?

Its inspection list has no residential re-roof code, and the state exempts a re-roof whose weight does not exceed 30 percent of the roof's live-load capacity. A full re-deck, a townhouse, and some other cases need a permit, and the building department answers whether a given job is one of them.
My roofer says the shingle is rated for 130. Which number is that?

Ask which tier. For Owens Corning Duration, 130 is the standard number and 160 the enhanced. For Malarkey Vista or Legacy, 130 is the enhanced number and needs the Smart Start starter, a Malarkey ridge cap, and four nails per shingle. The same figure refers to a different tier in a different bundle.
Can another brand's starter or ridge cap go under the shingle?

The code names no brand, and the roof is built to the same nailing either way. The maker's enhanced tier then lapses because each of the three lists names its own starter and cap, and the choice between the tiers is made knowing which number to buy.
Does the enhanced warranty cover a leak?

It covers blow-off at wind speeds up to the stated speed and nothing about water. A leak at a flashing, a valley, or a penetration is outside the shingle warranty, and the written workmanship warranty that comes with a VResh roof covers the installation.
