Stand on Pacific Avenue in Long Beach and look west. Every house between the highway and the dunes is remodeled under a sentence of the city's own code, and it is about what goes on the wall behind the siding. Everywhere else, VResh Construction works; the code requires a water-resistive barrier and leaves the type to the builder. West of Pacific Avenue, the type is asphalt felt, by ordinance, and a full-frame door replacement is one of the jobs that opens that layer up.
Felt, tape and the door opening
A slab swap or a new unit set inside the existing frame leaves the wall alone. A full-frame replacement does not, on a door or a window, and a door's opening runs to the floor, where the sill pan and the jamb flashing have to lap into whatever keeps water out of the wall. West of Pacific Avenue, that is felt, laid in courses so that water running down the wall runs over each lap and out. The complication is the flashing. Self-adhering flashing tapes are rated for the substrates their makers list; asphalt felt is on some of those lists and not others, usually with a primer or a temperature condition attached, and a tape used on a substrate it is not rated for can let go. So a west-of-Pacific door is flashed with materials chosen for felt: a tape whose maker lists felt, with the primer the listing calls for, or mechanically fastened flashing where no tape maker lists it, and a sill pan that does not depend on adhesion to stay in place. The same substrate question applies to a full-frame window on the same wall.
The inspector's two decisions
Long Beach adopts the state residential code with two exceptions of its own, and the second is written by street: any structure west of State Route 103, "also identified as Pacific Highway or Pacific Avenue," or on ground the inspector places in Exposure C or D, "shall use asphalt felt as the water resistive barrier," with felt-component products "subject to approval by the Long Beach building inspector." That gives the building inspector two calls on a door job, and both come before the order. The first is the wall itself. Plain asphalt felt needs no approval. A composite wrap with a felt layer, a product that "incorporates asphalt felt as a component layer," may be used only with the inspector's approval, so if that is what VResh proposes, the product sheet goes to the department first. The second is the ground. East of Pacific Avenue, the felt rule still applies to any lot the inspector assigns to Exposure C or D, open terrain, and the assignment is the department's, so the address alone does not settle which side of the rule a house is on.
VResh writes a Long Beach door as permitted work unless the building department, when asked with the address, says otherwise, and, on a permitted job, the inspector sees the felt and the flashing before the trim covers them. An enlarged opening or a new sidelight is structural and is permitted work inside the city. The door unit is rated to the city's 140-mile-an-hour table the same way a window is; the window page has the arithmetic, and the number goes on the order beside the felt.
