Vlad, owner of VResh Construction, standing on the front lawn of a two-storey home

In a Longview house with electric heat in at least half its living area, replacing an exterior door can start with a call to the utility. Cowlitz PUD runs a weatherization program with its own door rules: what the old door has to be, what the new door has to be, and the order in which the work happens. The utility pays a per-door rebate only for a replacement it approved in writing beforehand and then inspected, and it decides whether each house and door meet its terms. Those terms reach all the way to the rated values a door needs for its share of glass.

Vlad sizes up the opening, hunts for decay in the sill and side framing, and commits to a written figure before work begins, with the door's rated values spelled out so the owner can compare them to the utility's table. His door installations include sill pan flashing under the new threshold.

Why Longview Homeowners Replace Exterior Doors With VResh

01. A New Door Matched to the Utility's Glass Table

Cowlitz PUD rates a replacement door by how much of it is glass. Under the utility's current table, an opaque door must meet a U-factor of 0.17 or lower, while a door with more glass receives a looser U-factor limit plus a cap on solar heat gain. With the NFRC values on the estimate, the owner can see which glass layout corresponds to each line in that table before settling on a style.

02. Pre-Authorization in Hand Before the Old Door Comes Out

The rebate covers only "weatherization measures pre-authorized in writing by Cowlitz PUD." A door pulled and replaced before that approval arrives sits outside the program. VResh's written price provides the owner with the door specification to bring to the utility, and when a rebate is part of the plan, the removal date follows written approval.

03. A Prehung Unit With a Threshold, Set on a Sill Pan

The program requires the replacement to be a prehung door with a threshold, so a new slab hung in an old frame does not meet its rule. Taking out the whole frame also exposes the framing under the old sill, where VResh sets a sloped sill pan. Door, frame and threshold come as one assembly carrying its rating label.

04. Rotted Framing Repaired Before the Door Goes In

Cowlitz PUD treats any needed repair work as the homeowner's responsibility, to be completed before the weatherization measure is installed. A soft sill plate, a rotted subfloor at the threshold or a split jack stud gets fixed first, so the new door goes into sound framing. That framing work appears as its own line on the estimate, apart from the door.

Exterior Door Types We Install in Longview

Door TypeWhat It Is and Where It Fits in Longview

Opaque entry door

A solid steel or fiberglass door with no glass. The utility's current table lists this door as meeting the tightest number, a U-factor of 0.17 or lower, so the label has to show it before the door is ordered.

Entry door with a half-lite or smaller

A door with a glass panel covering up to half its face. The current line for this door is a U-factor of 0.25 or lower and a solar heat gain coefficient of 0.25 or lower.

Full-lite or mostly glass door

A door with more than half its face in glass. The current limits here are a U-factor of 0.30 or lower and a solar heat gain coefficient of 0.40 or lower.

Hinged patio and French doors

Glass doors that open onto a deck or yard. Cowlitz PUD has a separate line for patio doors: "Replacement patio doors must be ENERGY STAR® certified with a U-Factor of .35 or lower," and the utility decides whether a given hinged glass door falls under that line or the exterior-door table.

Replacement for an original wood door

The utility's old-door test asks whether the existing door is uninsulated or otherwise thermally deficient, and an original wood-panel door is a common candidate.

Doors on Longview Register properties

A replacement on a house listed on the Longview Register of Historic Places can need a certificate of appropriateness from the Historic Preservation Commission before work begins.

Exterior Door Replacement in Longview: What the Project Involves

#
Step
What We Do and Why It Matters
1
Size up the opening
Take the rough-opening dimensions and wall depth, then push an awl into the sill and side framing to check for decay before any door is chosen.
2
Compare the house to the program terms
Go over the heat source and the old door with the owner, two of the things Cowlitz PUD reviews for eligibility.
3
Put rated values on paper
The estimate names the door, its glass layout and its U-factor and solar heat gain values, ready for the owner's request to the utility.
4
Wait for written pre-authorization
When a rebate is part of the plan, hold the order and the removal date until the owner has the utility's approval in writing, because unapproved work earns no rebate.
5
Ask the Building Division about a permit
Vlad checks the permit question for this particular door with the Longview Building Division and builds the answer into the schedule before ordering.
6
Place the order
Order the approved prehung unit in the dimensions, hand, and glass layout taken at step 1, and verify its NFRC label against the approved values upon delivery.
7
Clear and rebuild the opening
Take out the old slab, jambs, and sill, then replace decayed plate, subfloor, or trimmer studs, which the program expects to be done before the weatherization measure.
8
Set the sill pan
Bed a sloped pan with raised end dams under the threshold and lap the housewrap onto its flanges.
9
Hang and fasten
Shim the frame true, fasten it, and install the lockset and deadbolt.
10
Inspection and handover
Leave the installation open to the utility inspector's review, then show the owner how the locks and adjustable threshold work and hand over the warranty.

Cowlitz PUD's Door Rules: What Comes Out and What Goes In

The program's terms start with the house: "The building must have electric heat in at least 50% of the conditioned space (living area)." A home heated mainly by a gas or wood stove, with electric baseboards in a few rooms, may fall below that share.

Next is the old door. In the program's words, "The existing door must be an uninsulated or otherwise thermally substandard exterior door." A hollow-slab door or an original wood-panel door may fit that wording.

Then the new door. "The replacement door must be a pre-hung door with a threshold, and ENERGY STAR certified or NFRC-rated," and it has to meet the U-factor and solar heat gain limits for its glass share. An owner who wants a full-lite door for light in a dark hall is held to the glass line's limits, while an owner set on a solid door has to find one rated at 0.17 or lower.

Pre-Authorization and Inspection: The Order of a Utility-Funded Door Job

The written approval comes first. Then VResh removes the old door, repairs the opening, and installs the approved unit. Last comes the utility's own inspection: "To assure program standards and specifications are met, all weatherization work must be inspected by the PUD." The rebate follows the inspection.

The installed door must be the one the utility approved, so switching to a different glass layout after approval puts the rebate at risk. Vlad checks the delivered label against the approval before the old door comes out.

Permits and Register Houses in Longview

What the Building Division Says

Longview's Building Division states on its city page: "A building permit is required for all new construction of buildings and all alterations, additions, improvements, and repairs of existing buildings as well as moved, converted or demolished buildings." The local amendments in LMC 16.02 do not delete the model building code's allowance for ordinary repairs without an application. Because the two read differently for a door, the Longview Building Division decides whether a given replacement needs a permit.

Certificates of Appropriateness for Register Properties

Longview's historic preservation code covers properties on the Longview Register of Historic Places. It states: "Prior to the commencement of any work on a register property, excluding ordinary repair and maintenance and emergency measures defined in LMC § 16.12.060, the owner must request and receive a certificate of appropriateness from the commission for the proposed work." The chapter counts work as ordinary repair only when it requires no city permit and restores what was there; on a listed house, a door that needs a permit also requires the commission's certificate.

OUR FAQS

Exterior Door Replacement FAQs for Longview Homeowners

Who do I call first, the utility or VResh?

The program notes say: "Contact Cowlitz PUD Energy Efficiency Services prior to starting a weatherization project." Calling VResh for a measured price at the same time gives the owner the door details the request needs.

Can I buy a door at a store and have it installed for the rebate?

A store-bought door is held to the same terms as any other. The rebates apply to measures "installed by a contractor that is licensed and bonded in the State of Washington," and the door must be a prehung unit with a threshold that carries an ENERGY STAR certification or an NFRC rating that meets the table.

We live in a manufactured home in Longview. Do the door rules apply to us?

The utility's door terms state that "Existing single-family homes and manufactured homes are eligible." The same electric-heat, old-door and new-door rules then apply to the home.

When does the rebate arrive, and does the city inspection matter?

The program says "Rebates will be issued after the weatherization measure(s) pass a Cowlitz PUD inspection and any inspection required by the city or county." When the Building Division requires a permit for the door, the city inspection is included in the rebate timeline.

My house is on the Longview Register. Can the city issue a permit while the commission is still deciding?

Longview's code says, "The building or zoning official shall not issue any such permit until a certificate of appropriateness or a waiver is received from the commission." On a listed house, the permit waits for the commission's certificate or a waiver.

Does the utility care how the door is installed, or only which door it is?

Both. The program states that "Contractors must comply with Cowlitz PUD's and Bonneville Power Administration's installation and material standards and specifications." The utility's inspection confirms that those standards were met, so installation quality is part of what the rebate depends on.
