Say the house is a 1912 bungalow on one of the older streets near downtown, six-over-one wood double-hungs across the front, the upper sash divided into six panes and the lower a single sheet. The owner wants them gone: the sash cords are broken, the glass is single, and a vinyl unit in the same rough opening would go in without anyone having to ask the city. Whether that is how it happens depends on a list the City of Milwaukie keeps. The city's Historic Resources Inventory ranks properties as Significant or Contributing, and the city's own summary of the difference is one sentence: Significant resources are subject to Planning Department review for most exterior alterations; Contributing resources are subject only to demolition review. A window replacement is the kind of exterior alteration the city reviews on a Significant house. On a Contributing house, it is not.

 

Two routes for the same opening

The Milwaukie code gives a Significant property two routes. An alteration that duplicates the existing exterior features stays at the planning counter. An alteration that does not goes to the Planning Commission as a Type III review, with a public hearing, notice to nearby owners, the city's review fee, and an appeal period after the decision. A 2024 pre-application report the city wrote for a Waverly Drive house stated the test: the proposal alters the exterior appearance and materials and does not duplicate the existing exterior building features, so it goes to the commission.

The city's window guideline is four sentences long. Replacements shall match the visual qualities of the original windows as closely as possible. Wood frames are preferred. Nonwood replacements may be acceptable if they exhibit similar visual qualities to their wooden counterparts. The original number of panes shall be maintained or restored. On the bungalow, six-over-one comes back as six-over-one, whatever the frame is made of.

The estimate is the drawing

On a Significant house, the estimate VResh Construction writes is the document the planning department reads. Each opening is measured and photographed from outside, the pane layout is recorded, and the proposed unit is specified against the guideline: sash proportion, frame profile and width at the exterior, pane count, and whether the muntins are true divided lights or applied bars with a similar shadow. A wood double-hung in the same layout is the closest thing to duplicating what there is and is the case expected to stay at the counter. A clad-wood or fiberglass unit with a matching profile is the "similar visual qualities" case, and which route it takes, the counter or the commission, is the planning department's call, so the drawing goes to the counter before anything is ordered. A vinyl slider in a double-hung opening is neither and is not drawn.

Contributing houses and the rest of the city

A Contributing house can have its windows replaced without design review, and so can any house that is on neither list. The hub page notes that Milwaukie's historic neighborhoods call for period-compatible window styles; on a Contributing house that is advice worth taking, and on a Significant one it is the rule. Oregon requires no building permit for a like-for-like window replacement, and the historic review is a separate land-use decision that applies to a Significant property whether or not a building permit would.
