Walk Canemah on a spring morning, and the paint is what you notice. Wood houses from the 19th century onward, painted and repainted, in a neighborhood the National Register lists as a historic district and the city's Historic Review Board watches over. Up the bluff, the McLoughlin district is the city's conservation district and goes to the same board. Owners in both often assume that repainting the house means an application, a hearing, and a wait.

The city's own guidance says otherwise, with a condition attached. "Ordinary maintenance and minor repairs involving identical materials and designs do not require an application," it says, and it gives painting previously painted surfaces as its own example. The review is for exterior alterations, and the examples the city lists include windows, doors, changes in siding material, and additions. The guidance puts a repaint outside review, and the condition is what happens when the prep work finds something. Where a repair crosses the line

On an old wood house, prep usually finds soft boards. The main exterior painting page explains VResh's rule that rot is replaced before paint goes on. In Canemah or McLoughlin, that replacement has to fit the city's phrase: minor repairs, identical materials and designs. A cedar board replaced with a cedar board of the same profile is the kind of repair the guidance appears to describe; a cedar board replaced with fiber cement is a change in siding material, which the city lists as an alteration. Whether a given repair is identical enough, and how many boards a "minor" repair can run to, are the city's calls, and on a district house, VResh asks the planning office before the first board comes off.

The other line is masonry. The city's guidance says requests to paint masonry that has never been painted are routinely denied. Brick foundations, stone porch piers, and bare chimney faces on these houses are masked, and VResh does not paint them without a city approval in hand.

That is the split. For repairs, VResh asks the planning office; anything that needs an application is filed by the owner, with VResh supplying the scope, and the Historic Review Board decides it. The estimate is written so that the question is visible before anyone is on a ladder.

The third part exists so that when a job reaches it, the decision is the city's, made with the guidance open, while the rest of the house keeps getting painted.

Lead paint

Most houses in these districts predate 1978, and scraping disturbs old paint. The Oregon City hub page explains the federal lead-safe rule; VResh holds the certification and follows the containment and cleanup practices on every pre-1978 house, in the districts or out of them.

Outside the districts

Most of Oregon City is outside both districts, and the review material does not apply to a newer house in the subdivisions. The main exterior painting page is the better read for those houses. Can I change the color without going to the board?

The city's guidance treats painting previously painted surfaces as maintenance, and does not condition that on color. That is the guidance as written; for a particular house, the planning office can tell you how to ask the Historic Review Board for a firm answer before ordering paint.
What if you find rotten siding while prepping?

Soft boards are replaced with matching stock, same material and same profile, and the planning office is asked whether the count still fits "minor" before the boards come off. If a board cannot be matched, or the rot runs across a whole wall, that scope is set aside as its own line and goes to the city before anything is replaced with something else.
My porch has a bare brick base. Can it be painted to match the house?

How long does prep take on a Canemah house compared with a newer one?

Longer, and the estimate says by how much. Old wood siding with many layers of paint takes more scraping and priming than a house on its second coat, and the per-piece repair line grows as the scraper finds more issues.
