Two roofs on Vancouver addresses, one in Fruit Valley and one in Hazel Dell, were replaced the same week with the same shingle by the same crew; get two different answers from the building department. Fruit Valley is within the City of Vancouver, where replacing a roof covering with no sheathing or structural work requires no permit. Hazel Dell is unincorporated Clark County, where every reroof does. Same mailing city, same weather, different paperwork.

The city exemption, and the clause inside it
Vancouver's municipal code exempts one- and two-family homes from a building permit for a "roof covering, first or second layer, where there is no structural modifications or repair or replacement required including roof sheathing."
The second half of that sentence is the part that matters on an older roof. The exemption describes a job in which nothing under the shingles is replaced. Once a sheet of sheathing comes off because the tear-off found it soft, the job no longer matches that description, and the building official's determination is then required.
Tear-off is when the sheathing condition is discovered, and VResh performs a full tear-off and deck inspection for every replacement, for the reasons on the main roof page. On a city roof where age or the attic look makes sheathing replacement plausible, VResh asks the city, before tear-off, what is required if the sheets must be replaced, and follows that answer. Asked in advance, the question is by phone. Asked at nine in the morning with the shingles already off, it is a crew standing on a roof waiting to find out.
The county rule
Clark County Community Development states it without qualification: "Re-roofing permits are required for all buildings in Clark County." Unincorporated Clark County is a large share of what people call Vancouver: Hazel Dell, Felida, Salmon Creek, Five Corners, Orchards, and generally Minnehaha and Lake Shore. The Mill Plain neighborhood is inside the city.
On a county roof, the permit and the county's inspection are scheduled from the start. The county's permit center on Franklin Street operates by appointment and issues permits through its online system; VResh files the application. A soft sheet found at tear-off on a county roof is written into the scope and shown to the inspector; the permit already exists, and the change is reported against it.
The county's rule is broader, and the city's is conditional. A homeowner's task is to know which applies before a contractor is on the roof.
Which side of the line
The mailing address will not tell you; a Vancouver address covers both. The county's Property Information Center shows the jurisdiction of every parcel. VResh reads it there; the estimate states the jurisdiction and the permit position in its first lines, and the boundary is checked at the parcel because it does not follow neighborhood names.

Beyond size and pitch, three things set the scope, and all three are read at the estimate.
Layers
The city's exemption covers a "first or second layer," which is a reminder that some older Vancouver roofs are carrying two. Layers show at the eave edge and at any pipe or vent. A second layer changes the tear-off day in a specific way: twice the weight coming off, twice the disposal, and a deck that has been hidden under two roofs rather than one, which is the deck most likely to have something to say. VResh removes both.
Sheathing, as far as it can be seen before tear-off
Where the attic is accessible, the underside of the deck is looked at for staining and softness around penetrations and at the eaves. It is not a substitute for the inspection after tear-off. It is enough to note on the estimate which sheets are already suspect, and on a city roof, it informs the decision to ask the city in advance.
