If a tree is on or over a West Linn roof tonight, take photographs of it from every side you can reach safely, then call. The photographs are not only for the insurer; they are for the city, and the reason is in the tree code. West Linn regulates most trees from 12 inches in trunk diameter, and Oregon white oak, madrone and dogwood from six, and removing one ordinarily takes a permit that runs up to 30 business days. The code then makes two exceptions for emergencies. On a business day the City Manager or a designee can issue an emergency removal permit, without the mailed or posted notice, for a tree that "presents an immediate danger of collapse, and/or represents a clear and present hazard to persons or property." And for the hour the city cannot be reached, the code says an owner "may remove a tree which they have determined is in imminent danger of falling and/or posing a threat to life and/or property prior to the ability of the City to consider issuing an emergency tree removal permit (e.g., on a weekend day)," provided that "within five business days of the tree's removal, the property owner shall provide written and photographic documentation of the condition of the tree prior to removal." Once the saw has been through it, that condition can no longer be photographed.
Two routes and one clock
The business-day route is the emergency permit, applied for through the city's tree permit office with pictures of the tree and the reason; the code exempts it from mailed and posted notice, and its denial cannot be appealed to the council. The weekend route is the owner's own determination, made under the code's description of what imminent means: a tree "already leaning, with the surrounding soil heaving, or showing other clear signs of imminent failure," where "the problem cannot be resolved through pruning, trimming, or other preventive maintenance," and then defended after the fact. The clock on that route starts at removal and is counted in business days, so a tree taken down on a Saturday of an ordinary week is documented by the following Friday, and a week with a holiday runs to the following Monday. The city judges the packet afterward, and the code names the consequence if it disagrees with the owner's call: enforcement under the penalty section, where each tree is a separate offense. The City Manager decides which route applied and whether the owner's determination holds up; the record has to exist for that decision to be made from.

What the city is closed for
For a tree emergency after hours or on a day the city is closed, the tree permit page says to call non-emergency dispatch, (503) 635-0238. The code also gives police and fire officers, in the course of their duties, the authority to require the removal of a tree in a hazardous condition; whether an officer's order serves as the owner's documentation is not something the code says, so the packet goes in regardless. If the tree brought the electrical mast down with it, an electrician does the repair and Clackamas County, not the city, issues the permit; the building page says electrical permits "are obtained through Clackamas County." Where PGE, which serves the city, requires a permit and inspection before reconnection, it accepts either the county's inspection or the state's emergency reconnection form filed by the electrician. The city's building counter itself is open Monday through Thursday mornings and closed every Friday.
